What role should your community have in regulating large groundwater withdrawals? 

A Public Discussion with the NH Legislature's Groundwater Commission

The NH State Legislature formed a Groundwater Commission to investigate how groundwater withdrawals are managed in NH and the role of municipalities in the regulation of groundwater withdrawals. 

A subcommittee of the Commission conducted eight regional meetings with the public from April-June of 2009 to complete its investigation.  Minutes of the regional meetings are posted on this website. 

Based on this work, the subcommittee has submitted a draft report to the Groundwater Commission.  The Groundwater Commission will provide recommendations to the legislature by November 30, 2009 as required by House Bill 1353 of 2008.   

This website will be continue to be updated with information summarizing the work of the Commission on this topic.  

The Commission also has developed:

• A background document that describes how municipalities and the state currently do or can regulate groundwater withdrawals.  - (See Land Use Regulation and Groundwater Withdrawals); and
• A presentation summarizing legal aspects pertaining to groundwater withdrawals in New Hampshire.
